The presentation

This webinar delves into the new licence terms and conditions that were issued by Ofcom in February 2024.

Steve, F4VTF and John, GI4BWM talk you through what you can and can’t do within the terms of your licence.

They cover topics ranging from restrictions placed on Foundation and Intermediate Licence holders, to when you need to contact the RSGB ETC Committee.

They also look at the advantages of coordinating your station through ETCC, how to coordinate your station operation, and the responsibilities of the all Frequency Assignment Certificate (FAC) holder.

About the presenters

Steve Morton, F4VTF was first licensed as G8SFR in 1979, before changing to F4VTF in 2019, and has been an RSGB volunteer since 1994.

He is a member of the ETC Committee and holds the role of Data and Nodes, where his responsibilities include processing all FAC applications for simplex gateways, repeater links (498) and packet radio stations (432).

Steve also manages renewals for all of them—about 930 in total—and also assists with the frequency assignment of all voice repeaters in the UK.

During Steve’s working life, he spent 38 years in radio communications for FCO, RA/Ofcom and Dstl (MoD).

John McCullagh, GI4BWM was licensed in 1973 and has been active ever since, mainly on UHF and VHF.

He is the ETCC Representative for Northern Ireland, and was ETCC Chair from 2005 until 2017, and RSGB President from 2023 to 2025.

John has been involved with the repeater scene from the late 70s, when he installed the first repeater in Northern Ireland.

He worked for almost 40 years as a communications professional in the emergency services in Northern Ireland, retiring in 2005 and being awarded an MBE in the New Year Honours list for services to policing.

John is also Controller of a RAYNET Group in Co. Antrim, and has been in that role since 1976.
