The World Radiocommunication Conference 2012 (WRC-12)

The World Radiocommunication Conference 2012 (WRC-12) runs between 23 January and 17 February 2012, but preparation started shortly after the previous Conference, WRC-07.

Introduction

The RSGB has been particularly active in attending or being represented in many of the preparatory working groups or project teams in the parallel conference preparation structures operated by the International Telecommunication Union (ITU) and The European Conference of Postal and Telecommunications Administrations (CEPT).

This has resulted in a strong position on our key agenda item, 1.23, “to consider an allocation of about 15 kHz in parts of the band 415-526.5kHz to the amateur service on a secondary basis, taking into account the need to protect existing services”.

In addition, these preparatory meetings have kept a watchful eye on agenda items that might threaten existing amateur allocations or interests.

RSGB Past President Colin Thomas, G3PSM, will be attending WRC-12 and will be leading for the UK Delegation on agenda item 1.23, as well as acting in his capacity as CEPT Co-ordinator for that agenda item.

Colin will also be following from the UK Delegation side two other agenda items:

  • 1.15: “to consider possible allocations in the range 3-50 MHz to the radiolocation service for oceanographic radar applications, taking into account the results of ITU-R studies, in accordance with Resolution 612 (WRC-07)”
  • 1.22: “to examine the effect of emissions from short-range devices on radiocommunication services, in accordance with Resolution 953 (WRC-07)”

The International Amateur Radio Union (IARU) will be strongly represented during the conference to lobby on behalf of our key agenda item as well as a number of others in order to protect our spectrum interests.

The RSGB Board and Spectrum Managers will maintain a close involvement as the conference progresses and, with the assistance of Colin, aim to provide up-to-date news and comment on the progress.
