Agenda Item 1.23 – 500kHz
Working Group 4 met during the afternoon of Thursday with little progress on this agenda item. Although footnotes were tidied up and, with one exception, agreed, the administration of Iran insisted on maintaining their No Change (NOC) position. As a consequence, the proposals will now be forwarded to Committee 4, which is the penultimate authority before the plenary meetings. The fundamental question of whether or not there should be an allocation in this frequency band remains while NOC positions are maintained.
Agenda Item 1.15 – HF Oceanic Radar
A similar situation exists with discussions still continuing at the sub working group level. This item needs to be elevated to working group level by the end of the week but indications at the time of writing are that a segment at 5250-5275kHz on a primary basis may be agreed. The position remains flexible, however.
Agenda Item 8.2 – Future Agenda Items
Ongoing discussions include those on a possible 5MHz allocation to the amateur service plus a late proposal from the Netherlands for studies to identify frequencies for Cubesats and Nanosats.
