Amateur interests have been cropping up on a wide front\u00a0\u00a0 &#8211; both 23cm and other bands from HF to mmWaves.<\/strong><\/p>\n<p><strong><a href=\"https:\/\/rsgb.org\/main\/blog\/front-page-news\/2023\/11\/23\/wrc-23-day-34-23cms-recommendation-and-more\/\">As previously reported,<\/a><\/strong> AI-9.1b on 1240-1300MHz has seen Recommendation ITU-R M.2164 released just beforehand. A third meeting on AI-9.1b on Friday (Day-5) was again nowhere near consensus, with CEPT again keen to turn the recommendation into a globally mandated measure. The latter is of considerable concern as it would leave no flexibility at national level, rather than the \u2018guidance\u2019 from the basic recommendation itself. A broader view held by some others is that 9.1x items are just intended for ITU-Reports etc and not meant to change the Radio Regulations treaty.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-33382 size-full\" title=\"ITU-R Recommendation M.2164 for 23cm \/ 1240-1300MHz-\" src=\"https:\/\/rsgb.org\/main\/files\/2023\/11\/23cm_M2164-Technical-Annex.png\" alt=\"\" width=\"1504\" height=\"883\" srcset=\"https:\/\/rsgb.org\/main\/files\/2023\/11\/23cm_M2164-Technical-Annex.png 1504w, https:\/\/rsgb.org\/main\/files\/2023\/11\/23cm_M2164-Technical-Annex-300x176.png 300w, https:\/\/rsgb.org\/main\/files\/2023\/11\/23cm_M2164-Technical-Annex-1024x601.png 1024w, https:\/\/rsgb.org\/main\/files\/2023\/11\/23cm_M2164-Technical-Annex-150x88.png 150w, https:\/\/rsgb.org\/main\/files\/2023\/11\/23cm_M2164-Technical-Annex-768x451.png 768w\" sizes=\"auto, (max-width: 1504px) 100vw, 1504px\" \/><\/p>\n<p>&nbsp;<\/p>\n<p>Friday concluded with the first discussion on the AI-10 WRC-27 Space Weather item, with a series of amateur bands in a provisional list (28, 51, 220 MHz), though it is early days on that.<\/p>\n<hr width=\"66%\" \/>\n<h4><\/h4>\n<h4><span style=\"color: #ff0000\"><strong>Agenda Items Summary<\/strong><\/span><\/h4>\n<p>Overall the main ones being tracked with amateur matters are as follows:-<\/p>\n<ul>\n<li>AI-1.2\u00a0 &#8211; 3.3 and 10GHz for mobile broadband<\/li>\n<li>AI-1.12\u00a0 &#8211; 40-50 MHz satellite radar sounders<\/li>\n<li>AI-1.14\u00a0 &#8211; 240GHz\u00a0 for earth sensing satellites<\/li>\n<li>AI 9.1a\u00a0 &#8211; Space Weather (recognition)<\/li>\n<li>AI-9.1b\u00a0 &#8211; RNSS and Amateur Services in 1240-1300 MHz<\/li>\n<li>AI-9.2\u00a0 &#8211; Amateur footnote and Amateur Satellite Service definition updates<\/li>\n<li>AI-10\u00a0 &#8211; WRC-27\/31 Future Agenda &#8211; \u00a0primary frequencies for Space weather sensors and 6G mobile broadband &#8211; and may be more<\/li>\n<\/ul>\n<p>The scope for each topic is defined in a resolution and most of these can be found on our main <strong><a href=\"https:\/\/rsgb.org\/main\/news\/special-focus\/wrc-23\/\">WRC-23 Focus page<\/a><\/strong>. There is a notably higher element of Science\/Climate Change related topics compared to WRC-19, but there remain plenty of other large topics associated with satellite constellations and mobile broadband.<\/p>\n<hr width=\"66%\" \/>\n<h3><\/h3>\n<h4><span style=\"color: #ff0000\"><strong>The role of Regional Telecom Organisations<\/strong><\/span><\/h4>\n<p>It is worth noting that whilst countries are represented individually at ITU, their <strong>Regional Telecom Organisations (RTOs)<\/strong> also play a significant role in terms of their coordination and positions. The keys ones at WRC are:-<\/p>\n<ul>\n<li><a href=\"https:\/\/www.apt.int\/\"><strong>APT<\/strong><\/a> &#8211; Asia-Pacific<\/li>\n<li><strong>ASMG<\/strong> &#8211; Arab states<\/li>\n<li><strong><a href=\"https:\/\/www.atuuat.africa\/\">ATU<\/a>\u00a0<\/strong> &#8211; Africa<\/li>\n<li><a href=\"https:\/\/www.cept.org\/\"><strong>CEPT<\/strong><\/a> &#8211; Europe<\/li>\n<li><a href=\"https:\/\/www.oas.org\/ext\/en\/main\/oas\/our-structure\/agencies-and-entities\/citel\"><strong>CITEL<\/strong><\/a>\u00a0&#8211; Americas<\/li>\n<li><a href=\"http:\/\/en.rcc.org.ru\/\"><strong>RCC<\/strong><\/a>\u00a0&#8211; Russia and some countries of the former Soviet Union<\/li>\n<\/ul>\n<p>In this regard the <strong><a href=\"https:\/\/cept.org\/files\/130712\/WRC-23%20report%20from%20week%201.pdf\">CEPT Week-1 Progress Report<\/a><\/strong> gives some useful detail and insights, from their point of view.<\/p>\n<p>IARU like a number of other bodies \u00a0and companies effectively have Observer status, and does try to engage with all the RTOs.<\/p>\n<p>With progress slow on most matters, some items had extra meetings scheduled on Saturday to make headway ahead of their Week-2 schedule targets.
