WRC-15 – Initial Sessions, inc. 5 MHz

ITU WRC-15As expected Agenda Item 1.4 (5 MHz) provoked much discussion and little progress was made.   A total of 16 proposals and one information paper were introduced and every paper not containing a No Change (NOC) proposal was objected to by a certain administration.

At the end of the second meeting session it was decided that the chairman would prepare two papers, one containing all the NOC proposals and a second composite paper containing the proposals for an allocation.   These will be presented in the morning when discussions will recommence.   We were originally expected to finish this work by next Tuesday. However this has now been extended until a week Friday (13th).

On a positive note it looks like Agenda Items 1.12 (10 GHz) and 1.18 (77 GHz) have almost reached completion.   Indications are that the amateur service will be unscathed on 10 GHz but discussions are still ongoing.   AI-1.18 as expected has passed almost without comment although the issue of whether this applies only to automobiles remains a matter of discussion.
